Origins of the Common Law:

    The doctrine of the supremacy of law implies that all agencies of government must act upon established principles; even the highest bodies and officials are not permitted to act upon arbitrary will or caprice.  The supremacy of law means that all the acts of government agencies are subject to examination in the courts, which are compelled in their turn to follow established procedures, “due process,” and to reach decisions guided not by whim but by generally accepted principles and sound reason
